Hoping someone else know a better way to farm these or they patch it someday. News broke today that you can get them as a reward from freighter rescues. For salvaged frigate modules, just go to an outlaw system and keep summoning your own freighter and blasting its cargo pods. So my guess was, that the first 1-3 words are translated, no matter if already learned or not. I checked that with some Vy'keen and was wrong. With all the Vy'keen i checked, i got 1 additional word translated for the Simple Translator, 2 for the Superior Translator and 3 for the Advanced Translator. After uninstalling the words were gone again.

Sending the frigates hasn’t worked for me either. The reward for saving a freighter is a bulkhead, not a salvaged frigate module, but they are equally, if not more, valuable. Also, some nexus, space station and outlaw station missions give salvaged frigate modules as a reward, so they’re worth keeping an eye out for.

The recent tech cap increase added a few more slots, but I still can't add further bulkheads to the tech inventory, but they can be easily added to cargo. That said, I've only tried with mouse, and there was a bug a few experimentals ago that made adding to exosuit tech difficult. I'll grab another bulkhead and experiment a little.
